The second phase of the Cliff Plant re-build was to design a “temporary” Superheated Steam Plant to feed the existing turbine operated chillers which provide cooling to all the federal government buildings. This plant was added to the west side of the Heating Plant and interconnected for process reasons. The work was carried out with a more generous time schedule, in comparison. The final scope for this project was to provide steam blows to clean out new piping. A silencer was constructed at the back of the building and steam blows were carried out on a midnight shift. The silencer was moved to a final permanent location on site for future steam blows.
